The Passengers, Pedestrians, and Cyclists Association of Zambia (PAPECA) is a dynamic and impactful organization that stands at the forefront of road safety advocacy in Zambia. Established in 2015, PAPECA is committed to safeguarding the lives of Zambia’s most vulnerable road users—passengers, pedestrians, and cyclists—through community empowerment, policy influence, and cutting-edge solutions.

As Zambia’s leading road safety organization, PAPECA recognizes the pressing challenges faced by road users, including unsafe driving practices, inadequate infrastructure, and limited access to safety resources. Our mission is to transform Zambia’s roads into safe spaces for all, ensuring equitable protection and access for every user, regardless of their mode of transport.

PAPECA operates at the intersection of advocacy, education, and innovation. We engage with communities, collaborate with stakeholders, and deploy technology to address road safety challenges holistically.
